What this amendment would do
SA 5401, submitted by Mr. Booker, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund relating to studying the impact of withdrawing from the World Health Organization (WHO).
It allows the Chairman of the Senate Committee on the Budget to:
- Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions relating to global health.
These actions may include commissioning a report to Congress regarding the economic and health impacts of the United States withdrawing from the WHO, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
