What this amendment would do
SA 5397, submitted by Mr. Booker, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on taking care of the nation's veterans.
This change would allow the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions relating to taking care of veterans.
The amendment notes that these actions may include stopping additional supplemental funding for President Trump's unauthorized war against Iran. This restriction would remain until:
- Every veteran on the Department of Veterans Affairs health care waitlist has a scheduled appointment.
- The median wait time for veterans seeking appointments at the Department is cut in half.
These adjustments are permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
