What this amendment would do

SA 5395, submitted by Ms. Klobuchar, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a reserve fund to lower the price of and increase access to fertilizer for American producers.

To achieve this, the Chairman of the Committee on the Budget of the Senate may:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

These changes can be made for legislation that focuses on:

  • Lowering fertilizer prices and increasing access for American producers.
  • Improving domestic storage, production, or innovation.
  • Encouraging domestic competition.
