What this amendment would do
SA 5390, submitted by Mr. Kelly, aims to add a new section (SEC. 3003) to title III of the concurrent resolution S. Con. Res. 33.
The purpose is to create a deficit-neutral reserve fund focused on upholding promises to military families and protecting military parents from forced removal.
Specifically, it allows the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for legislation relating to protecting military families.
- This may include legislation that prohibits using Federal funds for the detention and forced removal of a noncitizen parent who is the parent of a United States servicemember or military veteran.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
