What this amendment would do

SA 5387, submitted by Ms. Smith, aims to add a new section (SEC. 3003) to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to protect the legal rights of families and children impacted by immigration enforcement operations.

To do this, the amendment allows the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, joint resolutions, or amendments.

These changes must align with the Constitution, Federal statutes, and regulations, and the legislation cannot increase the deficit from fiscal year 2026 through 2035.
