What this amendment would do

SA 5386, submitted by Ms. SMITH, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add Section 3003, which creates a deficit-neutral reserve fund. This fund is specifically for legislation that aims to stop judge advocate generals from being transferred, detailed, seconded, or otherwise assigned to prosecute civil immigration enforcement matters.

The amendment allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for related legislation, as long as that legislation does not increase the deficit between fiscal years 2026 and 2035.
