What this amendment would do
SA 5384, submitted by Ms. Smith, aims to replace section 3002 of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund for reforms that follow Operation Metro Surge.
The amendment would allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation from the Committee on the Judiciary or the Committee on Homeland Security and Governmental Affairs.
This legislation relates to supporting changes to immigration enforcement policy after Operation Metro Surge, which may include:
- Reforms to protect the rights of individuals under the Constitution of the United States.
- Ensuring Federal law enforcement officers are held to the same or higher standards as State and local law enforcement officers.
These adjustments are permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
