What this amendment would do

SA 5383, submitted by Ms. Smith and Ms. Klobuchar, aims to add a section to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to create a deficit-neutral reserve fund. This would allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation related to protecting civil rights.

Specifically, this may include legislation that requires more cooperation between State and Federal investigative authorities regarding the killings of civilians by Federal officers. These adjustments are allowed as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
