What this amendment would do
SA 5382, submitted by Mr. Blumenthal, aims to add a section to the concurrent resolution S. Con. Res. 33. Its purpose is to create a deficit-neutral reserve fund to address the targeting of law-abiding United States servicemembers, veterans, and their families for detention or deportation.
The amendment would allow the Chairman of the Senate Committee on the Budget to adjust budgetary levels and the pay-as-you-go ledger for legislation that may include:
- Requiring the Department of Justice and the Department of Homeland Security to review records used to justify the deportation of law-abiding United States servicemembers, veterans, and their families.
- Reversing decisions made to deport law-abiding United States servicemembers, veterans, and their families.
This change is permitted as long as the legislation does not increase the deficit for the fiscal years 2026 through 2035.
