What this amendment would do
SA 5381, submitted by Mr. Blumenthal, aims to add a section to S. Con. Res. 33 regarding a deficit-neutral reserve fund for Department of Justice audits or investigations.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative items like bills, joint resolutions, amendments, motions, or conference reports.
These actions apply to legislation relating to Department of Justice audits or investigations, which can include audits by the Office of the Inspector General of the Department of Justice concerning compliance with the Epstein Files Transparency Act.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
