What this amendment would do

SA 5380, submitted by Mr. Blumenthal, is an amendment to S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a deficit-neutral reserve fund to the end of title III.

This addition aims to allow the Chairman of the Senate Committee on the Budget to:

  • Revise allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

These changes would apply to bills, joint resolutions, amendments, motions, or conference reports regarding the use of an administrative warrant to enter a private residence during immigration enforcement operations. This includes potential legislation to stop the Department of Homeland Security from using Federal funds for this purpose.

These adjustments are permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
