What this amendment would do
SA 5371, submitted by Mr. Reed, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund for the ethical financing of the White House ballroom project.
It would allow the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
These actions apply to legislation, resolutions, amendments, motions, or conference reports focused on getting disclosures for funding from non-United States governmental sources used for construction on the White House grounds.
This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
