What this amendment would do
SA 5368, submitted by Mr. Reed, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to:
- Restore Medicaid funding.
- Restore enhanced Affordable Care Act tax credits.
- Prevent a reduction in benefits or enrollment for people in Medicaid or health plans through the Affordable Care Act, specifically including:
- Seniors.
- Children.
- Families.
- Individuals with disability.
- Veterans.
- Military families.
This would allow the Chairman of the Senate Committee on the Budget to adjust budget allocations and the pay-as-you-go ledger for legislation meeting these goals, as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
