What this amendment would do
SA 5366, submitted by Ms. Klobuchar and Ms. Smith, aims to add a new section to title IV of S. Con. Res. 33.
The purpose of this amendment is to create a point of order in the Senate. This would prevent the consideration of any bill, joint resolution, motion, amendment, or conference report that fails to reimburse states and localities for costs caused by expanded immigration enforcement operations, specifically mentioning costs from "Operation Metro Surge."
To bypass this point of order, the Senate would require an affirmative vote of three-fifths of the Members to waive or suspend the rule, or to sustain an appeal of the Chair's ruling.
