What this amendment would do
SA 5363, submitted by Mr. Cruz, is an amendment to S. Con. Res. 33, which sets the budget for the United States Government for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a deficit-neutral reserve fund to title III. This allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation regarding carceral reform.
Specifically, this legislation may involve:
- Limiting or prohibiting federal funds from going to female correctional facilities that house biological male inmates.
This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
