What this amendment would do

SA 5362, submitted by Mr. Cruz, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund regarding the limitation or prohibition of noncitizens and illegal aliens from voting in the District of Columbia.

Specifically, it allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for legislation related to election integrity.

This includes legislation that may prohibit or limit individuals who are not United States citizens, such as aliens unlawfully present in the U.S., from voting in the District of Columbia. This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
