S.Amdt. 5361

Mr. Kennedy submitted SA 5361 to propose changes to S. Con. Res. 33, which deals with the congressional budget for fiscal year 2026 and levels for fiscal years 2027 through 2035.

The amendment aims to add and change the following:

• Committee Reporting: It replaces a line on page 46 to state that the Senate Committee on Rules and Administration shall report law changes in its jurisdiction that increase the deficit by no more than $10,000,000,000 from fiscal years 2026 through 2035.

• Reserve Funds: It adds Title III, which creates deficit-neutral reserve funds under the jurisdiction of the Committee on Rules and Administration. These funds allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation that does not increase the deficit from fiscal years 2026 through 2035 regarding:

  • Identification requirements for registration to vote in Federal office elections, which may include an affidavit or photo identification.
  • Photo identification requirements for voting in Federal office elections.
  • Federal elections, which may include requirements that all votes be counted within 36 hours of election day and restrictions on voting other than on election day.
