What this amendment would do

SA 5360, submitted by Mr. Cramer, aims to add a new section called the Deficit-Neutral Reserve Fund Relating to Securing the Northern Border to title III of S. Con. Res. 33.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to adjust budget levels, committee allocations, and the pay-as-you-go ledger for legislation related to securing the northern border.

This legislation may include:

  • Efforts to stop illegal entries of terrorists and criminals.
  • Combatting unlawful human trafficking.
  • Deterring the smuggling of illegal drugs.

The amendment specifies that these adjustments can be made for bills, joint resolutions, amendments, motions, or conference reports from the Committee on Homeland Security and Governmental Affairs of the Senate or the Committee on the Judiciary of the Senate, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
