What this amendment would do

SA 5359, submitted by Mr. Bennet, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to support community safety and prohibit any actions that would decrease resources for local law enforcement and fentanyl interdiction.

To achieve this, the amendment allows the Chairman of the Senate Committee on the Budget to:

  • Revise allocations of committees or committees, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
