What this amendment would do
SA 5357, submitted by Mr. Bennet, aims to add a deficit-neutral reserve fund to the end of title III of S. Con. Res. 33.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation focused on protecting children, primary caregivers, or sensitive locations in immigration enforcement.
Specifically, this may include:
- Limiting the detention of children or primary caregivers.
- Expanding community-based supervision programs.
- Restricting enforcement actions at or near sensitive locations.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
