What this amendment would do

SA 5355, submitted by Mr. Bennet, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose is to create a deficit-neutral reserve fund that allows the Chairman of the Senate Committee on the Budget to adjust budgetary levels and the pay-as-you-go ledger for legislation focused on:

  • Ensuring notification or access to counsel for detained individuals.
  • Timely notification to family members.
  • Notification of serious medical incidents or hospitalization.
  • Access to legal counsel.

This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
