What this amendment would do

SA 5349, submitted by Mr. Booker, aims to add a section to title III of S. Con. Res. 33 regarding a deficit-neutral reserve fund relating to rental fees.

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust budget levels, allocations, and the pay-as-you-go ledger for legislation concerning rental fees.

This legislation may include:

  • Protecting renters from burdensome fees that make housing more unaffordable.
  • Addressing fees unrelated to actual costs incurred by the property owner.
  • Addressing hidden fees not included in advertised rent.

This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
