What this amendment would do

SA 5348, submitted by Mr. Booker, aims to add a section to title III of S. Con. Res. 33 regarding a deficit-neutral reserve fund relating to homelessness services.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to make the following changes for legislation related to access to services for individuals experiencing homelessness, such as shelter through the Continuum of Care Program:

  • Revise allocations of a committee or committees, aggregates, and other appropriate levels.
  • Make adjustments to the pay-as-you-go ledger.

The goal of these actions is to prevent funding gaps that could displace thousands of individuals into homelessness, provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
