What this amendment would do
SA 5347, submitted by Mr. Booker, aims to add a section to title IV of S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a point of order in the Senate against any legislation—including bills, joint resolutions, motions, amendments, or conference reports—that would endanger protections for:
- Renters
- Homeowners
- People experiencing homelessness
It specifically targets actions that reduce funding or staff responsible for enforcing the following:
- Fair Housing Act
- Violence Against Women Act of 1994
- Americans with Disabilities Act of 1990
- Other civil rights laws
To waive or suspend this point of order, or to sustain an appeal of the Chair's ruling, an affirmative vote of three-fifths of the Members of the Senate is required.
