What this amendment would do
SA 5345, submitted by Mr. Booker, aims to add a section to title III of S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The amendment proposes the following:
- The creation of a deficit-neutral reserve fund regarding the prohibition of unauthorized use of taxpayer data.
- It allows the Chairman of the Committee on the Budget of the Senate to adjust committee allocations, aggregates, and the pay-as-you-go ledger for legislation related to protecting sensitive taxpayer data.
- This includes legislation that may prohibit sharing taxpayer data with federal agencies for reasons not related to tax administration.
- These adjustments are permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
