What this amendment would do

SA 5344, submitted by Mr. Booker, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund related to protecting public safety.

  • It allows the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels, allocations, and the pay-as-you-go ledger for legislation regarding protecting public safety.
  • This legislation may include the creation of minimum hiring and training standards for Federal law enforcement officers that meet or exceed the standards that existed on January 19, 2025.
  • These adjustments are permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
