What this amendment would do

SA 5342, submitted by Mr. Booker, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund focused on cost savings from energy efficiency.

It seeks to allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation that:

  • Relates to access to energy efficiency programs, such as the weatherization assistance program.
  • Aims to address rising energy costs in the United States through energy efficient home upgrades and energy bill relief.

This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
