What this amendment would do
SA 5341, submitted by Mr. Booker, aims to add a section to title III of S. Con. Res. 33 regarding a deficit-neutral reserve fund for energy affordability and supply.
The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust budget allocations and the pay-as-you-go ledger for legislation that focuses on:
- Expanding new energy supply.
- Increasing the resilience of energy systems.
- Deploying grid-enhancing technologies to relieve grid congestion and maximize grid use, specifically mentioning virtual power plants, power flow control devices, and dynamic line ratings.
The goal of these actions is to lower costs for ratepayers and meet the growing electricity demand in America. This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
