What this amendment would do
SA 5340, submitted by Mr. Booker, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund for cost savings linked to energy grid investments. It would allow the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions.
This applies to items such as bills, joint resolutions, amendments, motions, or conference reports that focus on enhancing the United States grid. Examples provided include upgrading transmission lines and deploying grid-enhancing technologies to address energy costs that are skyrocketing.
The amendment requires that such legislation would not increase the deficit from fiscal year 2026 through 2035.
