What this amendment would do
SA 5339, submitted by Mr. Booker, is an amendment to S. Con. Res. 33, which sets the budget for the United States Government for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a deficit-neutral reserve fund to the end of title III. It aims to allow the Chairman of the Senate Committee on the Budget to adjust budget allocations and the pay-as-you-go ledger for legislation focused on lowering costs for Americans.
Specifically, this may include limiting overdraft fees for banks with more than $10,000,000,000 in assets. The goal is to limit these fees to:
- $5
- The amount of costs and losses associated with providing overdraft services
This is provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
