What this amendment would do
SA 5338, submitted by Mr. Booker, is an amendment to S. Con. Res. 33, which sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a deficit-neutral reserve fund to support small businesses. It aims to allow the Chairman of the Senate Committee on the Budget to:
- Revise allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for various legislative actions like bills, joint resolutions, and amendments related to supporting small businesses.
- This may include releasing federal funding that was previously withheld for the Small Business Administration's entrepreneurial development programs.
This is allowed as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
