What this amendment would do
SA 5337, submitted by Mr. Booker, aims to add a section to the end of title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on making childcare more affordable.
It allows the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels and the pay-as-you-go ledger for legislation that aims to:
- Increase Federal funding for childcare providers.
- Increase funding for States and local governments that administer childcare programs.
- Provide tax relief to families who pay for caregiving services.
- Further study methods to improve compensation and workforce participation.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
