What this amendment would do

SA 5335, submitted by Mr. Schiff, aims to add a section to the end of title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund is intended to provide adequate funds for the Department of Homeland Security to give grant assistance to nonprofit organizations based in the United States that are facing significant threats to their safety and security.

To achieve this, the amendment allows the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations and aggregates.
  • Adjust the pay-as-you-go ledger for relevant bills, resolutions, amendments, motions, or conference reports.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
