What this amendment would do

SA 5334, submitted by Mr. Schiff, aims to add a deficit-neutral reserve fund to the congressional budget resolution for fiscal year 2026 and subsequent years through 2035.

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust budget allocations and the pay-as-you-go ledger for legislation related to increasing funding for the Rural Health Transformation Program.

Specifically, the amendment aims to allow for the following changes:

  • Increasing funding from $50,000,000,000 to $100,000,000,000.
  • Ensuring funds given to States under the program stay available until they are spent.
  • Removing any redistribution of funds that are unobligated or unexpended from those allotments.

This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
