What this amendment would do
SA 5333, submitted by Mr. Schiff, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a section regarding a deficit-neutral reserve fund for releasing FEMA public assistance and hazard mitigation funds that are pending obligation.
It aims to allow the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for various legislative actions relating to the Federal Emergency Management Agency.
- Require the obligation of appropriated amounts for public assistance and hazard mitigation programs, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
