What this amendment would do

SA 5330, submitted by Mr. HEINRICH, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund focused on:

  • Ensuring preparedness for the 2026 fire season.
  • Prohibiting the reorganization of fire personnel or resources without approval from Congress.

This would allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation related to these goals, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
