What this amendment would do

SA 5328, submitted by Mr. HEINRICH, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for legislation that requires border wall construction to comply with the Native American Graves Protection and Repatriation Act (25 U.S.C. 3001 et seq.).

This change would allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees or committees, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports.

This is provided that the legislation does not increase the deficit between fiscal years 2026 through 2035.
