What this amendment would do

SA 5326, submitted by Mr. HEINRICH, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a section to title III regarding a deficit-neutral reserve fund specifically for legislation that prohibits uranium mining in the Rio Chama Watershed.

It aims to allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for various legislative actions (such as bills, joint resolutions, or amendments) related to prohibiting uranium mining in the Rio Chama Watershed.

These adjustments are permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
