What this amendment would do

SA 5324, submitted by Mr. Heinrich, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a section to title III regarding a deficit-neutral reserve fund.

This fund is intended for the purpose of:

  • Reinstating all signage, exhibits, and materials that were removed under Executive Order 14253 (which relates to restoring truth and sanity to American History).

The amendment allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation related to this reinstatement, as long as that legislation does not increase the deficit between fiscal years 2026 and 2035.
