What this amendment would do

SA 5323, submitted by Mr. HEINRICH, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for Land and Water Conservation Fund projects.

It would allow the Chairman of the Senate Committee on the Budget to make the following changes for legislation relating to these projects:

  • Revise allocations of committees or committees.
  • Revise aggregates and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

This is allowed for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports, as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
