What this amendment would do

SA 5322, submitted by Mr. Heinrich, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund regarding the construction of a "Triumphal Arch".

It allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

These actions apply to legislation, such as bills or amendments, that relates to prohibiting the construction of a "Triumphal Arch" without congressional approval, as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
