What this amendment would do

SA 5320, submitted by Mr. Bennet, is an amendment to the concurrent resolution S. Con. Res. 33, which sets the budget for the United States Government for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a section for a deficit-neutral reserve fund specifically for legislation that prohibits tariffs on essential infant and toddler products.

It aims to allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for relevant bills, joint resolutions, amendments, motions, or conference reports.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
