What this amendment would do

SA 5317, submitted by Mr. Bennet, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund focused on:

  • Protecting families and communities from disaster-related displacement.
  • Investing in resilient housing.
  • Risk reduction.
  • Pre-disaster preparedness.

This change allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation related to these goals, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
