What this amendment would do

SA 5314, submitted by Mr. Bennet, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund focused on ensuring that access to major disaster assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act is fair, transparent, and timely.

To achieve this, the amendment allows the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for relevant legislative actions.

The amendment notes that this may include:

  • Establishing objective evaluation criteria.
  • Improving appeals processes.
  • Providing temporary recovery or hazard mitigation assistance after a request or appeal is denied.

This is provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
