What this amendment would do

SA 5313, submitted by Mr. Bennet, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund. This would allow the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

These actions would relate to legislation that directs the National Telecommunications and Information Administration to provide nondeployment funds from the Broadband Equity, Access, and Deployment Program to the States originally slated to receive them.

This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
