What this amendment would do
SA 5312, submitted by Mr. Durbin, aims to add a section to title III of S. Con. Res. 33 regarding a deficit-neutral reserve fund.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation reported by the Committee on the Judiciary of the Senate.
This amendment focuses on protecting United States citizens from immigration enforcement, which may include:
- Strengthening protections against the arrest and detention of United States citizens by Federal immigration authorities.
- Creating a fund to reimburse United States citizens subjected to illegal immigration enforcement.
This is provided that the legislation does not increase the deficit for the fiscal years 2026 through 2035.
