What this amendment would do
SA 5310, submitted by Mr. Durbin, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to protect noncitizens who were brought to the United States as children.
Specifically, it would allow the Chairman of the Committee on the Budget of the Senate to make the following changes for legislation reported by the Committee on the Judiciary of the Senate:
- Revise committee allocations, aggregates, and other appropriate levels.
- Make adjustments to the pay-as-you-go ledger.
This applies to bills, joint resolutions, amendments, motions, or conference reports that focus on protecting undocumented immigrant adults brought to the U.S. as children. This may include:
- Providing a path to lawful permanent residence.
- Providing protection from detention and removal.
The amendment requires that such legislation would not increase the deficit over the total of fiscal years 2026 through 2035.
