What this amendment would do

SA 5308, submitted by Ms. Duckworth, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a deficit-neutral reserve fund to title III of the bill. This fund is intended to support noncitizen service members and veterans.

This amendment aims to allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.
  • Support noncitizen service members and veterans, which may include prohibiting the removal, detention, or civil arrest of military veterans or service members.

These adjustments are permitted provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
