S.Amdt. 5307

SA 5307, submitted by Ms. Duckworth, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a deficit-neutral reserve fund to title III. This would allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation that:

• Allows certain non-citizen veterans who departed voluntarily or were ordered removed to be paroled temporarily into the United States to get health care from the Secretary of Veterans Affairs.
• Includes discretionary parole by the Secretary of Homeland Security on a case-by-case basis.
• Clarifies that this parole is not an admission.
• Returns a paroled veteran to prior custody once the parole purpose is served.
• Excludes people who are inadmissible because of specific national security or violence crime convictions where they served at least 5 years in prison.

This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
