What this amendment would do
SA 5305, submitted by Ms. Duckworth, aims to add a deficit-neutral reserve fund to the end of title III of S. Con. Res. 33.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation focused on protecting military families.
Specifically, it aims to provide "parole in place" for certain relatives of current or former members of the Armed Forces. This may include:
- Mandating parole in 1-year increments for an alien who is a child, parent, spouse, widow, or widower of a veteran or qualifying member of the Armed Forces.
- Limiting the denial of such parole to cases where the Secretary of Veterans Affairs, the Secretary of Defense, and the Secretary of Homeland Security jointly provide a written, non-delegable justification.
- Requiring that information regarding denials be posted publicly without including personally identifiable information.
This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
